ReFORME: Strengthening State Revenue and SDG Achievement
Despite macroeconomic progress, Benin remains one of the least developed countries in the world (163rd of 189 in the 2019 UN Human Development Index), with 40% of the population below the poverty line. The Sustainable Development Solutions Network reports that 12 of the 17 Sustainable Development Goals (SDGs) in the country are at a "very critical" stage. To address this, Benin's government has prioritised 49 targets through a participatory process, integrating them into national strategies and budgets.
The project Support to the Reform of Public Finances to Achieve the SDGs and Mobilise Public Revenues (ReFORME) aims at implementing national and municipal budget cycles following good financial governance principles. It seeks to improve the quality of expenditure (investments) as well as the quality of income (revenues) of the State and finally works on improving the monitoring of the implementation of public policies based on the 2030 Agenda in order to optimise new planning, both at national and local levels.

Project Activities
Dorsch Impact, together with VNG International B.V. is responsible for the implementation of two work packages.
Work package I: Monitoring of the 2030 Agenda (Output 5)
- Enhancing the Monitoring and Evaluation system (M&E) for the implementation of the 2030 Agenda.
- Advisory for the establishment of a digital platform, conducting training, increasing tax transparency, interconnecting IT systems, and optimising public investments.
- Advisory services to civil society, ministries, and municipalities for SDG reporting.
Work Package II: Provision and management of a pool of international and national experts (Output 1 – 4)
Key topics include, among others:
- Execution and control of the budget at a national and municipal level.
- Performance of the tax administration including digitalisation, climate and international taxation, gender.
- Fiscal transparency, financial accountability, and external control.
- Preparation and implementation of public investments including environmental impact assessments, promotion of private investment and PPPs.
- Evaluation and development of digital tools to improve efficiency and accountability.
