Promotion of Economic Reforms and Investment (ProREI)

As part of the "Vision 2030" Strategic Plan and the National Development Plan (NDP) 2021-2025, the Ivorian government aims to make industry the pillar of its economy's structural transformation, with the goal of generating wealth, creating jobs, and reducing poverty. The industrial reforms are being carried out under the Ministry of Trade and Industries (MCI) of Côte d’Ivoire. The Project on the Promotion of Economic Reforms and Investment (ProREI), implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is supporting the MCI in this endeavour.

The overall objective of ProREI is to improve the institutional and personal conditions for implementing reforms aimed at the structural transformation of the Ivorian economy. 

Dorsch Impact, in a Consortium with HS-Kehl, is responsible for the technical support for the implementation of economic reforms and public-private dialogue in Côte d’Ivoire, contributing to the objectives of strengthening the capacity of public actors to implement reforms, and to strengthening the support from public and private organisations for the participation of micro, small and medium-sized enterprises (MSMEs).

Project Activities

Output 1: The capacity of public actors to implement reforms is strengthened. 

Work Package 1: Technical support to the MCI and other Ivorian government stakeholders to improve the implementation of economic reforms, including the business and investment climate and financial opportunities for SMEs, and the structural transformation of the economy.

Output 2: Support from public and private organisations for the participation of micro, small and medium-sized enterprises (MSMEs) in reforms is strengthened. 

Work Package 2: Capacity building for two private-sector associations and one public organisation.

Work Package 3: Improving the association’s service offered to their members.

  1. Adoption of 10 agreements for the implementation of reforms aimed at reducing private-sector obstacles as part of the public-private dialogue, including 2 agreements aimed at reducing obstacles for women-led MSMEs.
  2. Implementation of 10 actions aimed at enabling SMEs to participate in the implementation and results of reforms
